Goals and Objectives

Goals and objectives are vision statements that set the framework for the master plan. A goal is a broad statement expressing an ideal future condition or end state to which the community aspires. Goals represent problems to be alleviated, aspirations to be achieved  or needs to be met. Objectives, on the other hand, are narrow and precise steps to be taken to attain a goal. Objectives are more tangible, time specific and measurable. Together, goals and objectives provide guidance on specific elements in the plan.

GOAL: Develop Kealekehe Regional Park consistent with Kona Community Development plan (CDP) recommendations

  • Objective: Build facilities and/or find sports groups that can build facilities that are appropriate for a “regional park” in Kona and compatible with one another

GOAL: Make Kealekehe Regional Park the focal point for other parks and open spaces in the region

  • Objective: Connect other parks, trails and shoreline areas with a network of paths and open spaces
  • Objective: Encourage neighboring landowners to provide public access to greenbelts, shorelines and other natural and open space areas

GOAL: Be sensitive and respectful of archaeological, cultural and historic sites, events and people

  • Objective: Re-evaluate the 1970 archaeological survey for the project site as part of the follow-on Environmental Assessment (EA) process
  • Objective: Incorporate the Hawaiian history and culture in facility design with architectural styles or design motifs.
  • Objective: Recognize community members and leaders who have made the park possible

GOAL: Design a park with venues and facilities that are well planned and compatible with one another

  • Objective: Recognize that each sport has requirements, schedules and seasons, participants and spectators that should be considered when planning
  • Objective: Provide for passive recreation and quiet areas for Ensure that these areas are not impacted by active sports

GOAL: Develop a realistic plan given limited economic resources and ongoing maintenance requirements

  • Objective: Build facilities that the County can afford
  • Objective: Search for funding sources including innovative, self help sources from user
  • Objective: Build facilities that the County can staff and maintain and/or that user groups are committed to

GOAL: Be sensitive to environmental conditions and constraints

  • Objective: Use of native, drought resistant plants
  • Objective: Minimize new landscaping
  • Objective: Incorporate natural lava terrain into park landscape to the extent possible
  • Objective: Site sports fields and venues in locations which minimize extensive grading
  • Objective: Eliminate on-site R-2 effluent discharge well, convert effluent to R-1 and use for landscape irrigation

GOAL: Encourage the use of sustainable, “green” planning and building techniques

Objective: Consider LEED (Leadership in Energy and Environmental Design) concepts in planning buildings and facilities

  • Objective: Consider SSI (Sustainable Sites Initiative) concepts in developing the park’s components and circulation
  • Objective: Use landscape material (including native vegetation) appropriate for the environmental conditions of the site
  • Objective: Encourage trash recycling by providing appropriate trash recycling bins

GOAL: Build a “community” park that will foster a strong community spirit, sense of pride and ownership and that promotes health and well-being.

GOAL: Create several funding mechanisms to fund improvements at the park that all sports groups can use such as parking areas, restroom areas, trails etc.

  • Objective: Form a task force to study different funding mechanisms used in different parts of the United States.
  • Objective: Consider revising park dedication requirements for future development within 15 miles of Kealakehe.
